April 14, 2010 Meeting Notes Continued
May Presentation: Army Corps of Engineers-Dredging the Willamette.
Barbara Smith from Lower Willamette Group made pertinent suggestions to the group. A relative discussion of each type of remediation and where they would apply to the areas of potential concern and why. Remediation types included would be Capping, Dredging, Monitored Natural Recovery, and of course Restoration. In addition, all agencies will prepare suggested Alternative Methods different from the accepted normal type of remediation perhaps, which could be new, and innovative engineering that would increase chances of recovery over the normal type of remediation. This report of Alternatives Methods is usually referred to as “Alternative Study Check-In” and is tentatively scheduled for September of 2010 with EPA.
Jackie Calder: Would it be possible before the “Check in Meeting” that the PHCAG hears the potential ideas that the LWG and the agencies will suggest? Perhaps could that be scheduled for the August 11, 2010 Meeting?
Barbara Smith: Another relevant topic for a meeting presentation would be a thorough discussion of the Areas of Potential Concern. (Note: In EPA’s Brown Bag presentation for the City of Portland, maps of Areas of Potential Concern, which indicated, numbered sections (1-24) for individual treatment. Some of these areas extended beyond individual PRP properties and appeared to be areas designated for specific treatment.
Jackie Calder: When the discussion for AOPC’s occurs, could the presentation be adapted to review each area upstream to downstream? Then could we have a description of the order of each remediation will occur and why? Also, how will the remedies by prioritized and why?
Suggested meeting topics for the future:
· Complete discussion of types of treatments
o Capping—various types, compare to McCormick & Baxter in design and thickness
o Monitored Natural Recovery-Stand alone or paired with other types of treatments
o Dredging
§ Hydraulic
§ Regular
· Alternative Study Check-In – Prior to finalization of choices
· Areas of Potential Concern- 1-24
· Review of Treatments as related to Areas of Potential Concern
Boat Trip
The LWG would establish a time suitable for fish and friends where the PHCAG would assemble for a boat trip using the boats of Willamette Jetboat Excursions.
During this trip, presenters would review various Areas of Potential Concern and significant PRP locations indicating problems and ongoing activities.
Bill Egan and Barbara Smith agreed that August would be a good month but perhaps not on the meeting night but rather an afternoon where enough time could be spent to offer thorough detail. Please give feedback to Jim Robison.
